Elevator Safety in Flood Conditions

On August 8 a severe storm flooded the streets in Omaha, Nebraska and a widely distributed video of three people trapped in a parking garage elevator has appeared in the media. Safety measures are consistently being enhanced in each edition of the model safety codes, and requirements to address flooding in elevator hoistways is one of the changes pending final approval in the forthcoming 2022 edition of the Safety Code for Elevators and Escalators (ASME A17.1/CSA B44). The new requirement would add a means to detect flood waters in elevator pits and move the car to a level above the flood level.

The model elevator safety codes have undergone many changes since the first edition was published in 1921. ASME is celebrating the 100th Anniversary of the original edition this year. NEII Board of Directors and Officers Elected at Annual Meeting

At NEII’s Annual Meeting on July 12, the organization held the election of its Board of Directors and officers for 2021. The Board of Directors will lead the NEII mission as the organization continues to represent the global leaders in the building transportation industry through advocacy and code development. Member Company Representative Appointed to Arkansas Elevator Safety Board


NEII congratulates Richard Riley, Otis’ General Manager of Arkansas and Northern Louisiana, on his recent appointment by Governor Asa Hutchinson to represent elevator manufacturers on the Arkansas Elevator Safety Board. Mr. Riley will replace Raymond Styers who recently retired from Schindler. NEII appreciates Mr. Styers for his service to Arkansas on behalf of the building transportation industry.

Florida Department of Business & Professional Regulation Final Rule

The Department of Business and Professional Regulation adopted amendments to Rule 61C-5.023. The amendments adopt by reference an updated form for disciplinary citations and stop work orders. The rule effective date is September 1, 2021.

Code Development Update

ASME has issued the first Public Review Draft for proposed changes to the 2022 edition of ASME A17.1/CSA B44. Comments are due by September 20,2021. Additional Public Review Drafts are expected with additional proposed changes.

Public Comment Hearings for the International Building Code will be held September 21-28, 2021 in Pittsburgh. Interested parties will be able to provide testimony on Group A proposals that received public comments prior to the final ballot.

Public comments for proposed changes to the next edition NFPA 70 National Electric Code closed August 19. NEII members and staff provided comments and are actively participating in the update process. Second draft meetings will begin later this year.

OSHA 10 Hour Industry Specific Training

The Alliance’s Training Committee developed industry-specific outreach training materials and includes curriculum for both the OSHA 10 Hour General Industry and 10 Hour Construction Courses. Recent Code Adoptions

  • Florida adopted new rules regarding citations effective September 1, 2021.
  • North Carolina issued a public notice on inspection of elevator emergency communication systems.
  • Washington DC adopted amendments to the 2017 Construction Codes effective July 31, 2021 but no changes were made to the elevator provisions.
